The Interstate Bridge Replacement (IBR) program is constructing a safer, multimodal connection for travelers crossing the Columbia River, while strengthening communities and supporting regional economic opportunity. Delivering the proposed investments will require thousands of skilled workers across multiple industries, from concrete and steel to project management and quality assurance. A prepared workforce is essential to the program’s success. Delivery of over two dozen construction packages – including the Columbia River Bridge and approaches – could span 10 to 15 years, with work sequenced throughout the program area.

DBE and Legal Landscape Update

In this session, participants will receive a comprehensive update on the Disadvantaged Business Enterprise (DBE) program as implemented by Washington State Department of Transportation (WSDOT), including recent changes, best practices, and evolving legal considerations. The discussion will cover:

OHSU: Respectful Workplace Initiative

This session describes a multi-pronged, collaborative initiative in the state of Oregon to establish respectful workplace practices across the construction industry. Entitled, Respect Works, the initiative emphasizes the importance of respectful, inclusive, and supportive supervision as a cornerstone for improving worker well-being, safety, and productivity. Its foundation is the Total Worker Health approach, which is a widely accepted research-to-practice approach that integrates health, safety and well-being policies, programs and practices. Respect Works is a partnership of the Oregon Department of Transportation (ODOT), Oregon Bureau of Labor and Industries (BOLI) and the Oregon Institute of Occupational Health Sciences at OHSU.

This session will introduce participants to why Respect Works was formed and how it is being implemented. New tools for front-line supervisors that address construction-specific jobsite culture issues will be shared. Training modules with a focus on psychological safety, civility and professionalism, welcoming all workers, fairness, and mental health will be discussed. The session will provide the opportunity for participants to share what they have done to create more respectful jobsite culture and how they can utilize Respect Works training and tools to advance their efforts. We will engage audience members in interactive exercises that help them assess their own competency level regarding respectful workplace practices. Participants will leave the session with practical tools and training offerings that facilitate the creation of more caring and psychologically safe jobsites.
