ODOT Region Construction Advisors
The Region Construction Advisor (RCA) role was
established in response to concerns raised with ODOT
by AGC members. The AGC concern was primarily based
around the need for a neutral party to facilitate
discussions between contractors and ODOT project
managers (PM) in conflict situations. Prior to the
RCA there were limited resources for a contractor to
rely on when problems arose with PMs on ODOT
construction work.
The primary role of the
RCA is to facilitate the resolution of disputes
between contractors and project managers before
issues turn into claims. A secondary role of the RCA
is to act as a sounding board for contractors to see
if they should pursue an idea or issue with a PM.
The RCA has no official authority within a
construction contract and cannot reverse decisions
made by the PM. Simply put, the role of the RCA is
to act as an independent third party for both
parties and advise on potential solutions to avoid
formal claims and resolve disputes. Neither party is
bound by the advice of the RCA and all contractual
rights to file a claim are maintained.
Contractors and PMs are
advised to contract RCAs only after initial
discussion and conversation yield no progress. RCA
